BSIS EXPOSED FIREARMS RENEWAL & Re-qualifications
Firearm Renewal permits expire every two years from the issuance date of the previous renewal. An individual must re-qualify four times throughout the life of the permit: two times during the 1st year from the date of issuance, and twice during the 2nd year. Re-qualifications must be at a minimum four months apart.
Firearms Academy can assist you in the renewal process. We will guide you in submitting your application to the Bureau before the expiration of your current permit. If you have already allowed your permit to expire, you will not be allowed to apply for a renewal and must re-apply for a standard permit. It is recommended to start the renewal process 60-90 days before the expiration date.
Renewing a Firearms Permit
A BSIS Firearms Permit expires two years from the date of issuance. Approximately 90 days prior to the Firearms Permit’s expiration date, a renewal reminder will be mailed to the permit-holder’s address of record. Please note, the renewal reminder is not a Firearms Permit renewal application and cannot be used to renew the Firearms Permit.
IMPORTANT: By law, a Firearms Permit may not be renewed after expiration. If you allow your BSIS Firearms Permit to expire, you must apply for a new Firearms Permit.
By law, a complete firearms renewal application and payment must be submitted to the Bureau at least 60 days prior to the Firearms Permit’s expiration date. Failing to submit a complete renewal application and payment at least 60 days before expiration may result in the Firearms Permit not being renewed before expiration of the current permit’s term. Please note, the Bureau is unable to process applications submitted more than 3 months prior to expiration and will therefore be returned to the permit-holder.

To renew the permit, the applicant must:
– Have completed four range qualifications (two per year, not closer than 4 months apart).
– Only one qualification per year may be completed using a compliant firearm simulator.
– Simulator must match firearm function, caliber, and loading/reloading behavior per CA regulations.
– Complete qualifications at a Bureau-certified facility with an approved instructor.
– Complete a two-hour de-escalation training before each qualification.
– Pass the written Firearms Examination (85%+). Bureau recommends this be done in year 2.
– Submit the Firearms Permit Renewal Application.
– Submit the Biennial Firearms Permit Qualification Application (BOF 4040).
– Submit payment including $38 FEA fee.

1st, 2nd and 3rd Re-qualifications are $80.00 and include Range fee, ammo, and De-escalation of Force Certificate.
4th Re-qualification is $100.00 and includes exam, range fee, ammo, online renewal submission, and De-escalation of Force Certificate.
